If you are starting to setup IIS on a new machine you will encounter this issue. There are few things to resolve the issue.
1. Try changing the port number in your project
Project Properties → Web → Servers → Project Url:
2. click Create Virtual Directory button
3. In IIS, add bindings for https to the default website
